Scrutiny 12 for Android Installation: New Directives Issued by Ministry

The Indian government's Ministry of Environment, Forest and Climate Change has issued new directives aimed at improving the scrutiny process for environment clearance applications in India. The move comes after a Comptroller and Auditor General (CAG) report highlighted serious flaws in the current procedure.

According to the report, the environmental impact assessment procedure followed by the ministry has failed at every step in monitoring the conditions imposed to check damage to the environment while granting clearances. In response, the ministry has issued new directives that will require officials to scrutinize applications more thoroughly before granting approvals.

The new guidelines call for more specific environment clearance conditions for areas under Green Belt and species to be planted in consultation with forest and agriculture departments. The environment impact assessment reports must also clearly mention the cost of activities under the environment management plan, along with timelines for implementation.

Public hearings are now mandatory before the ministry takes a decision on granting approvals for projects in particular areas. Officials are also required to ensure that the impact assessment reports comply with the Terms of Reference and generic structure, and that baseline data is accurate and concerns raised during public hearings are adequately addressed.

In addition, the directives call for revalidation of data with respect to grant of environment clearance on a regular basis. All member secretaries, directors, and joint directors working in the IA Division have been requested to adhere to these new recommendations.

The move is seen as a step towards further streamlining the functioning of the IA Division and ensuring that environmental concerns are properly addressed. The CAG report had criticized the ministry's current procedure, saying it has failed to effectively monitor the conditions imposed on projects after they are granted clearances.

With these new directives in place, India is taking a significant step towards improving its environment clearance process and ensuring that development projects are carried out in an environmentally responsible manner.
